The energy RFP challenge
Extreme volatility in the energy market has created multiple challenges for schools and municipalities. The Request for Proposal (RFP) process, while deemed necessary for legally bid contracts, is fundamentally flawed for the purpose of purchasing energy.
Many have opted for power pools “officially sanctioned” through several boards, associations, conferences or the General Land Office (GLO). While many buyers found early rate relief, several of these huge systems have made headlines after becoming bloated and burdened with troubles.
After careful study of the positives and negatives of these pools, Texas Energy Aggregation has created a superior system. be time to consider upgrading your purchasing strategy.

What is an interlocal agreement?
In 1991, the Texas legislature passed a law allowing cities, counties, and school districts to legally make cooperative purchases using an accountable third party political subdivision to oversee the RFP process.
How can TEA save money over using our own RFP process?
Municipalities who issue their own RFPs typically request executable pricing at a certain day and time which is the most inefficient way to execute an electricity supply contract. First, who is to say that energy prices will be favorable on any arbitrarily chosen day? Also, energy is the most volatile commodity in the world, and prices can fluctuate by 5-10% within a single day, so time represents risk to an energy company. The energy company will have to be compensated for that risk which will result in the municipality paying a higher rate than otherwise would have been possible. If the energy company must give executable pricing that is good for a few hours or even days, the energy company will have to significantly increase its bid to insure against market risk. So energy companies must pad their bids, or even worse, some knowingly offer fake bids at a loss when a second round of bidding is stipulated. Faced with the limitations imposed by the traditional RFP process, municipalities may routinely pay 5-10% more than private businesses, even in pools.
Choice Facility Partners has competitively and legally bid the Texas energy market to procure one of the most respected and innovative aggregators in Texas to oversee our aggregation pools. Is there an additional cost to using an aggregator?
Each energy purchasing pool in Texas pays an aggregator or energy professional to oversee their purchasing. What entities are we trusting with our energy purchasing?
Established in 1889, the Harris County Dept. of Education or HCDE is a nonprofit, tax-assisted organization dedicated to the advancement of public schools through shared resources and innovative programs. Encompassing the 5th largest school district in the nation, HCDE created Choice Facility Partners, a separate political subdivision, to extend their purchasing muscle and resources to other governmental entities.
In 2007, HCDE conducted a thorough RFP process culminating in the selection of Texas Energy Aggregation as the most experienced, reputable, and competitive energy aggregation company. What’s a Power Pool?
A Power Pool is an aggregated energy buying co-op.
Managed by a P.U.C. licensed aggregator, our power pool is the easiest way for you to get the very best rate. We are continuously forming pools and locking in rates at the most opportune times of the year, based upon your own specific needs. You then have your own contract with the energy company, unaffected by other members of the pool.

If you run a buffet-style restaurant, it is difficult to predict how many customers you will serve each day, but you still need to have the food and employees ready. What if you had weekly reservations and meal plans for each customer years in advance? You could operate with less waste, better efficiency, and lower prices. We make reservations for buffet-style electricity users.
Packing the truck
Aggregators help energy companies efficiently utilize blocks of power. Any unused energy in those blocks is wasted. We measure and combine complementary types of customers, based upon the typical hours, days, and seasons that they use energy. Combining groups like schools and churches packs the truck to maximize efficiency.

To an energy company, their ideal customer leaves everything on, year-round. They have a 100% load factor. Load factor is your average usage compared to your peak usage. If you power up a large building for just a few hours each week, you may have a low, 10% load factor and will pay a higher rate for energy. A factory running 24/7 may have a high, 75% load factor and gets a much better rate. The lower your load factor, the more you can benefit from efficient grouping in an aggregation pool.
